You can export them, but not the way you want to do it. You need to export the entire project with just that loop, and then in Logic Pro (I think GarageBand Mac can do this) save the current track as a loop. The sound quality will be the same.
You can access the same features in iOS, like the newer FX controls, in Logic Pro (maybe GarageBand Mac), however it requires a much more skilled user. There is obviously no touch screen and the options are somewhat buried to the average user.
Garageband for iOS's latest updates were designed more with Rap, HipHop, and Pop Artists in mind. They have tried to give these users all the industry favorite tools to make simple but cool sounding music on just a phone without learning curve.
